Morale at work is lowest in the public sector, where 40% of managers believe this is an issue within their organisation. This compares to 16% in the private sector and 6% among not-for-profit organisations, according to the Roffey Park Management agenda 2007. Bureaucracy was considered to be the main workplace demotivator, cited by 50% of respondents. Over a third of respondents, meanwhile, said lack of recognition was demotivating. Pay and perks failed to come top of the list of work motivators, instead 'making a difference' took the slot.
