This is in line will with this research conducted over the past six years.

However, the proportion of respondents that are keeping any savings within the HR department has increased steadily over the years. The proportion that keep the savings to fund other HR initiatives has now grown to 9%, from just 2% in the 2009 research.

The proportion of respondents that keep the savings to fund benefits outside the flex plan has also increased, from 2% in 2009 to 10% in the 2014 survey.

After several years of seeing an increase in the proportion of businesses using the savings outside the HR department, this survey shows a drop. In the 2013 survey, 42% said they used the tax and NI breaks to save money for the business, but this year 32% said they did so.
